## **Introduction**

*<mark style="color:$primary;">**The Moment We Enter**</mark>*

#### The Nordic energy system is crossing a threshold.&#x20;

For over a century, the grid operated on a simple logic: large, centralized power plants generated electricity, transmission networks distributed it, and consumers used it passively.&#x20;

Supply followed demand. The system was stable, predictable, and designed for a world that no longer exists.

Three forces are now converging to break this model:

<mark style="color:$primary;">**1. Electrification is accelerating**</mark>\
Norway alone is deploying electric vehicles, heat pumps, and induction cooking at rates that are adding significant new load to a grid originally sized for a different era. Industrial electrification, battery factories, and green hydrogen projects compound the pressure further.

<mark style="color:$primary;">**2. Renewable generation introduces volatility**</mark>\
Wind and solar do not produce on demand. They produce when conditions allow. This inversion, from controllable supply to variable supply, fundamentally changes how the grid must operate.

<mark style="color:$primary;">**3. The grid itself is aging**</mark>\
Transmission and distribution networks across the Nordics face capacity constraints. Upgrading physical infrastructure requires years of planning, billions in capital, and faces growing public resistance. The pace of infrastructure build cannot match the pace of electrification.

The result is what we call **Metabolic Crisis**, a systemic mismatch between the grid's physical capacity and the metabolic demands being placed on it. This is not a temporary imbalance. It is a structural condition that will intensify as electrification continues.

The visible symptoms are already appearing across the Nordics:

* Congestion on key transmission corridors, delaying industrial projects and curtailing renewable generation
* Rising grid fees (Nettleie) as operators pass infrastructure costs to consumers through Capacity Tariffs
* Increasing frequency of price volatility, with extreme spreads between peak and off-peak hours
* Growing public frustration as energy costs rise despite abundant renewable resources

#### <mark style="color:$primary;">**The Passive Consumer Trap**</mark>

The crisis is compounded by a persistent market failure at the household level.

The current energy ecosystem treats the household as a passive endpoint: a meter to bill, not a participant to engage. Energy data remains siloed within utility systems.&#x20;

Smart control tools are locked to specific electricity suppliers, meaning consumers lose their automation if they switch providers. Third-party innovators face fragmented APIs, complex consent flows, and limited access to the real-time data needed to build useful services.

This creates a reinforcing trap:

1. Consumers lack tools to respond to grid signals and price complexity
2. Without responsive consumers, flexibility remains invisible and inaccessible
3. Without accessible flexibility, the system defaults to expensive physical upgrades

5. Higher complexity and cost further discourage consumer participation
6. The loop reinforces itself

#### <mark style="color:$primary;">**The Structural Opportunity**</mark>

The core insight behind NeoWatt is that the grid's crisis is not primarily a capacity problem. It is a coordination problem.

The physical assets needed for a flexible, resilient energy system are already being deployed into millions of homes across the Nordics. EVs are batteries on wheels. Hot water tanks are thermal storage. Heat pumps can pre-heat or defer. These devices represent an enormous distributed resource that, if coordinated, could provide stability services currently supplied by expensive peaker plants and infrastructure upgrades.

What is missing is the connective tissue: a layer of digital intelligence that can see these assets, coordinate them, and connect them to the markets that value their flexibility.

What is also missing is the collaborative fabric: a shared space where the fragmented actors across the energy value chain (generators, grid operators, device manufacturers, retailers, regulators, consumers, innovators) can coordinate beyond their individual silos toward systemic outcomes.

NeoWatt is built to provide both.

The platform provides the digital intelligence layer: connecting devices, optimizing consumption, aggregating flexibility, and creating value for households. Neo Labs provides the coordination capacity: engaging the broader ecosystem, catalyzing collaborative innovation, and contributing to the shared infrastructure (including Nordic Energy Commons) that no single actor can build alone.

## **Challenge**

#### **The modern energy system confronts a structural paradox.** We are electrifying society at unprecedented speed while simultaneously destabilizing supply with variable renewable generation.&#x20;

The physical grid, designed for a century of centralized and predictable fossil-fuel power, cannot handle this metabolic shift.

This is not merely a capacity issue. It is a coordination failure. Current infrastructure is rigid, blind, and extractive. It treats energy consumers as passive endpoints rather than active nodes. The result is a system bleeding value through congestion, volatility, and inefficiency.

#### <mark style="color:$primary;">**The Scale of Pressure**</mark>

The numbers tell a clear story.

<mark style="color:$primary;">**On the grid side**</mark>\
Statnett, Norway's transmission system operator, plans to invest 150 to 200 billion NOK over the next decade to reinforce the central power grid, more than double the investment of the previous ten years. <mark style="color:$primary;">¹</mark>&#x20;

At the end of 2024, Statnett had 211 active grid projects, up from 160 the year before. <mark style="color:$primary;">**²**</mark> Norwegian electricity consumption is projected to grow from roughly 140 TWh today toward 220 TWh by 2050. <mark style="color:$primary;">**³**</mark>

<mark style="color:$primary;">**On the demand side**</mark>\
In 2025, 96% of all new cars registered in Norway were fully electric. <mark style="color:$primary;">⁴</mark> Norway now has over 800,000 registered EVs, and for the first time, electric cars outnumber diesel cars in the national fleet. <mark style="color:$primary;">⁵</mark> Yet roughly two out of three passenger cars on Norwegian roads still run on fossil fuel, meaning the electrification wave is far from over. <mark style="color:$primary;">⁶</mark>

Every new EV is a potential 7 to 22 kW load on the local distribution grid. Every heat pump, every induction stove, every electric boiler adds to peak demand. The grid was not designed for this density of simultaneous draw.

Regulators are introducing new pricing models like Capacity Tariffs (Nettleie) to manage congestion. Households are penalized for peak consumption they cannot easily control.

Manually optimizing heating and charging against a fluctuating price signal is cognitively exhausting and practically impossible for the average family. The system generates complexity faster than consumers can absorb it.

Capacity Tariffs charge households based on their highest hourly power draw during a month, not just total consumption. A single hour of high simultaneous usage (charging an EV while running the oven and heating) can push a household into a higher tariff tier for the entire billing period.

This means two households consuming the same total kWh can pay very different grid fees depending on *when* they consumed. The household that spreads its load pays less. The household that concentrates its load pays more.

The intent is to incentivize load shifting. The problem is that most households lack the tools, knowledge, or automation to respond.

Existing smart charging and optimization solutions are typically tied to specific electricity retailers. Tibber's smart charging, for example, requires a Tibber supply contract. If a consumer switches suppliers to get a better price, they lose their automation tools.

This artificial friction prevents true market liquidity and consumer sovereignty. It turns a competitive advantage (smart control) into a lock-in mechanism.

The energy sector suffers from a critical lack of digital agility. Legacy utilities dominate the market with slow adaptation rates, leaving a gap where ecosystem collaboration should exist.

Data remains siloed, preventing third-party innovators from building the tools needed for a modern grid. Even when data is technically "open" (as with smart meter data through Elhub), real-world access faces consent flows, latency, normalization challenges, and fragmentation across platforms.

Innovation dies in the last mile of data plumbing.

The default response when flexibility is hard to procure is to build more physical infrastructure: lines, transformers, capacity upgrades. This is the "copper trap," a capex-first reflex that is treated as the safest and most "bankable" solution because it fits existing planning and regulatory models, even when the actual constraint is coordination and control.

This crisis is not a single failure. It is an emergent outcome of a legacy electricity system optimized for centralized generation and passive consumption, now being asked to support distributed assets (EVs, heat pumps, batteries) and variable renewables.

The friction appears at three interconnected levels:

  When grid capacity is scarce and flexibility is difficult to mobilize, it blocks electrification and renewable integration, delaying industrial projects and slowing decarbonization.

**Net effect:** Without scalable flexibility, the system over-invests in physical capacity and still struggles to integrate new demand and renewables quickly.

  Grid stability rewards timing and responsiveness. Many retail and utility economics reward volume or default consumption patterns. Households are asked to change behavior while many intermediaries lack strong incentives to optimize for system-wide efficiency.

  Even when smart meter data is "open" in principle, third parties struggle with real-world access: consent flows, latency, normalization, and fragmentation across platforms.

**Net effect:** The system's most urgent needs (peak reduction, congestion relief, balancing) don't translate into simple, reliable household participation pathways.

  A single household's flexibility is small, uncertain, and hard to verify, so it typically can't access the most valuable grid services. The household provides system value (shifted load, reduced peaks) but captures only a fraction of it, if any.

**Net effect:** Households have flexibility potential but lack coordination, automation, and market access. Value remains stranded.

What makes this failure truly systemic is the reinforcing loop it creates:

1. **Low household participation** means flexibility remains unavailable at scale
2. **Unavailable flexibility** means congestion and balancing costs rise
3. **Rising costs** trigger more grid build, higher tariffs, and growing public frustration
4. **Increased complexity** makes it even harder for new entrants to simplify the household experience
5. **The loop continues**

Unless this cycle is broken, the system will continue to solve a coordination problem with infrastructure, locking in cost, delay, and inefficiency at every level.

The core challenge is not a lack of energy. It is a lack of intelligence.

The grid does not primarily need more copper. It needs a nervous system. Without digital coordination, flexibility remains invisible and unusable, even as electrification accelerates.

A successful intervention must decouple asset control from energy supply and shift households from passive consumers to active grid participants, able to respond, coordinate, and contribute value automatically, not manually.

The assets are being deployed. The markets exist. The value is real. What is missing is the connective layer that makes it all work together.
